Project Manager, Global Oil & Gas Operator:
Well Plugging and Facilities Decommissioning Projects
Management and leadership experience in the New York and Pennsylvania oil and gas industry as a field supervisor and project manager for two (2) legacy well plugging and facilities decommissioning projects.
The client acquired two (2) regional Appalachian Basin oil & gas companies and their associated assets and legacy liabilities. Field supervision responsibilities involved the coordination of daily logistics for four (4) double-pole service rigs, earthworks crews, facilities decommissioning crews, trucking and various ancillary support, totaling 60-90 on-site personnel on any given day to ultimately complete the plugging of over 500 conventional oil & gas wells, including USEPA Class II injection wells.
Responsibilities also included budget estimating, tracking, analysis, and reporting; local, state, and federal permitting; development and implementation of health and safety policies and procedures, trainings, and awareness sessions; health and safety metrics gathering, analysis, and reporting; landowner, regulatory (NYSDEC and PADEP), and stakeholder interface; construction management; verifying locations of wells, leases, and access routes; coordination of bridge engineering evaluations; review of title/deed reports; oversight of erosion & sedimentation control and restoration planning and activities; developing and maintaining on-site solid and wastewater management practices and facilities; completion and submittal of regulatory deliverables; and review of other various project documents and maps, including final reporting to the client.
Project Manager, Well Plugging Contractor:
New York State Department of Environmental Conservation
Assisted a well plugging contractor with project management and execution of a multiple rig program under New York State’s federally funded well plugging project. Responsibilities included assistance with downhole planning/design, project logistics, cost tracking, well plugging oversight, health & safety, regulatory interface, and plugging report preparation.
Project Manager, Gas Transmission and Pressure Regulation Projects, Northeast Utility Company, New York State
Project manager for the Complex Gas Construction group as part of the Capital Delivery organization. Led large cross functional teams on intrastate gas transmission and pressure regulation rebuild projects. Primary responsibilities included the oversight of project development, procurement, contract management, cost tracking and forecasting, permitting, construction, commissioning, and project closeout for a portfolio of gas and hydrogen projects.
Project Manager, New York State Department of Environmental Conservation (NYSDEC)
Orphan Well Plugging and Abandonment Projects, New York State
Managed a portfolio of orphan wells for the NYSDEC Division of Mineral Resources. Oversight of multiple rig plugging program and personnel, including up front permitting, landowner and regulatory interface, contractor procurement, site restoration, and health and safety program implementation. Plugging reports were drafted for the NYSDEC as final submittals.
Due Diligence of Oil & Gas Assets, Global and Regional Operators, New York and Pennsylvania
Field identification and environmental assessment of wells, compressor stations, storage tanks, pipelines, buildings and other associated facilities for potential client acquisitions of regional oil & gas assets. Following the field work, reports were developed for identification of environmental liabilities and associated costs for remediation and/or mitigation of the identified issues. Deliverables resulted in subsequent work to address the identified liabilities.
Demolition and Abatement Construction Management, Manufacturer, Baltimore, MD
Duties and responsibilities included on-site construction management of the asbestos abatement and demolition of a sand elevator structure at a sodium silicate manufacturing plant during a critical shutdown period. Contractor management, as well as safety and permitting was conducted and coordinated in conjunction with the client. The scope of work was completed ahead of schedule, keeping the client’s shutdown on schedule with the various other maintenance activities at the plant.
Phase I Environmental Site Assessments, Retail Petroleum Sites, New York City and Long Island Area, NY
Duties and responsibilities included the gathering and organization of field observations, client records, multiple database information, historical documentation and any other pertinent information as specified in ASTM Standard Practice 1527-05 to assist in the completion of over 100 comprehensive Phase I ESAs for retail petroleum stations for a global energy client. Recognized environmental conditions and associated mitigation scopes of work were identified and subsequently executed. Collaboration between multiple managers, technical writers, and field staff (totaling over 35 personnel) required a high level tracking software to ensure project deliverables were completed thoroughly, on schedule, and within budget.
Phase II ESAs and Site Investigations, Various Sites
Management and field experience in Phase II ESAs and Site Investigations for various clients and sites, ranging from the private sector to local, state, and federal government agencies. Duties and responsibilities included: the coordination, oversight, and management of field staff and contractors; soil logging and sampling, groundwater sampling; soil and sub-slab vapor sampling; monitoring well installation and development; test excavations; data management and report preparation; and operation of a direct push unit. Contaminants of concern for these projects included volatile and semi-volatile organic compounds, heavy metals, TCE, PCE, radionuclides, PCBs, chlorides, and heavy oils.
Tank Removals and Decommissioning, Various Sites, New York State
Oversight and supervision of numerous tank removal projects (ASTs and USTs) ranging from 275-gallons to 10,000 gallons in size across New York State for local municipalities, state departments, school districts, industrial clients, and regional retail petroleum companies. Duties and responsibilities included coordination and oversight of geophysical investigations, subsurface investigations, tank removals, mass soil removal, confirmation sampling, and regulatory interface for registering tanks and closing out spills.
Remediation & Contractor Experience, Various Sites
Management and field experience in remediation and small equipment operation for various clients and sites. In addition to the aforementioned, duties and responsibilities include: assistance in the design, feasibility studies, pilot tests, operation & maintenance, and decommissioning of various remediation systems, ranging from single phase to multiphase treatments; mass removal of contaminant sources in soil and groundwater media; operation of a direct push unit, skid steer, mini-excavator, forklift, small rotary auger rig, generators, compressors, commercial trucks, and various shop maintenance tools. Experience in the oversight and project monitoring of asbestos abatement and demolition projects was also obtained.
